Towards the “Trasimeno City.”

Data, technology, and participation are at the heart of a platform aimed at improving urban management, city governance, and civic engagement.

The eight municipalities of the Trasimeno Union are at the forefront of creating an urban digital twin, a model that combines territorial information and advanced technologies, enabling timely and shared management among local administrators, citizens, and businesses.

PITER: An Integrated Platform for Smart Territorial Management

PITER (Integrated Territorial Platform) is an ecosystem of data and technologies that gathers and manages information from various sources: open data, satellite data, territorial data (cadastre, street names, urban plans), mobile mapping, historical cadastres, virtual tours and 3D models, and weather sensors. It provides the involved municipalities with a strategic tool for everyday city management, understanding and forecasting phenomena, urban planning, and at the same time, encouraging citizens’ active participation.

The project includes the eight municipalities of the Trasimeno Union – Castiglione del Lago, Città della Pieve, Magione, Paciano, Panicale, Passignano sul Trasimeno, Piegaro, and Tuoro sul Trasimeno – and paves the way for a new era of governance and technological innovation, with the goal of creating the Trasimeno City to modernize and simplify the relationship between public administration, citizens, and businesses.

Funded by the European PSR FEASR 2014–2022 funds through the Umbria Region, PITER was designed to pursue the goals of the ITI Trasimeno territorial strategy (Regional Government Decree 1497/2016 and subsequent amendments), demonstrating that even small municipalities, by joining forces, can adopt cutting-edge technological solutions to tackle modern challenges and improve territorial management.

In collaboration with Wisetown, a division of the Perugia-based software house TeamDev Ecosystem, which already developed the urban digital twin for Perugia, Geolander.it, for 3D road mapping, and Archimedia 181, which designs innovative communication solutions by combining interaction design, interactive, and multimedia technologies, the project is structured into six autonomous yet interconnected actions.

Interconnected Actions for Urban Innovation

With the first action, the introduction of innovative processes and tools, strongly characterized by the geographical dimension of the data acquired and managed, made it possible to structure services supporting the ordinary activities of the municipal technical offices (for example, simplified access to the information necessary for the handling of building practices, or for urban and landscape planning), supporting political decision-makers called to activate informed and up-to-date governance actions, in favor of sharing the ‘state’ of the territory with the citizens and businesses who ‘inhabit’ it.

With the second action and the creation of the Gran Tour Trasimeno, a strategic informative component was integrated into PITER, capable of highlighting and enhancing 30 sites of the cultural and museum heritage of the territory through virtual tours and immersive 3D experiences.

Thanks to the third action, it was possible to digitize, throughout the territory of the Union, two historical cadastres kept at the State Archive of Perugia: the Chiesa cadastre created in the eighteenth century and its successor, the Gregorian cadastre created in the nineteenth century. The subsequent geolocation work enabled their integration into PITER, thus making accessible the historical data of the territory and providing knowledge on how the current landscape and social identity of the Trasimeno area was formed.

Action number four focused on supporting interventions for accessibility and connectivity for and across the territory, through tools useful for identifying disadvantaged areas and identifying key places to improve the reception of information.

Among the main innovations adopted is Trasimeno 4.0 which, with the fifth action, recreated the virtual urban twin of all the Municipalities involved in the project, thus allowing the integration into PITER of the current state of the main infrastructures of the Union’s territory, acquired along the path followed during the survey phase.

Environmental monitoring, the subject of the sixth action, was enhanced in its first phase through the installation of a network of weather stations across the territory of the Union, which collect and send real-time data to the PITER platform. A dashboard specifically designed for this service provides citizens and local administrators with current and historical values of temperature, humidity, and rainfall in the area.

Data-Driven Governance for Citizen-Centric Services

The PITER platform also includes thematic dashboards dedicated to monitoring the state of urban greenery and the demographic composition of the population—aggregated information that supports the assessment of the specific needs of various population groups such as families, youth and the elderly, allowing political actions and territorial resources to be directed in a more targeted and effective way.

The Wisetown solution represents the main access point to the information assets of the Integrated Territorial Platform of the Trasimeno Union. Based on FIWARE, the European standard for the development of smart and interoperable solutions ensures the integration and sharing of territorial data among heterogeneous information systems. This approach enables more efficient, transparent and intelligent public information management and improves services aimed at both local administrations and citizens.

Thanks to the adoption of the most advanced technologies and a joint effort, the Municipalities of the Trasimeno Union aim to become a model of innovation and sustainability, building together a greener, more inclusive and efficient future. An approach that has recently attracted the attention of the Digital Agenda Observatory of the Politecnico di Milano, which awarded the Union the prize “Agenda Digitale per gli enti locali” for the “high impact, replicability and relevance of the solution.”
