Innovative Procurement – a Paradigm Shift

Since the reform of public procurement law, new possibilities for the procurement of innovations by public authorities are still largely untapped, although these have already been applied very successfully in many European projects implemented on the basis of FIWARE technologies. We (Smart Cities Lab and FIWARE members) are organizing a high-ranking expert workshop (national and international) with the aim of supporting the discussion in Germany and publishing a recommendation paper in 2019.

The experts will meet during the Smart Country Convention and FIWARE Global Summit and present the results in a panel. This topic is particularly suitable for stimulating the discussion on how new cooperation models can be designed in the “area of tension between public transport, start-ups, cities and industry”.

Today’s energy markets are designed for a top-down provisioning of power. Hydro, thermal and nuclear plants produce power, transmitted down the grid and distributed to pure passive consumers. An increasing amount of intermittent wind and solar power forced the introduction of intraday markets, where available flexibility helps keeping the balance. As we need to increase the percentage of RES (Renewable Energy Sources) much further, we also need more flexibility, and we need to look for it at the edge of the grid. We need to explore a new “bottom-up model”, which would perfectly fit with the philosophy and find ready, tested and scalable tools in FIWARE technology.

THE ROLE OF OPEN PLATFORMS IN THE DIGITAL TRANSFORMATION OF THE MANUFACTURING INDUSTRY

The Smart Industry session about “Open Platforms” sees the participation of high-level representatives of EU research and innovation institutions, ICT solution providers and manufacturing industry representatives with the aim to discuss how open platforms, such as FIWARE for INDUSTRY, could stimulate the digital transformation of manufacturing industry, especially SMEs. The session includes individual position statements (8-10 min each) by key stakeholders from FIWARE, EU research institutions (EFFRA, AIOTI and BDVA), ICT Industry, and Manufacturing SMEs, addressing the “Open Platforms” topic from different perspectives. A final panel discussion will aim at harmonising the different viewpoints expressed by the individual statements and at identifying common guidelines and recommendations for Digital Europe Program and for Digital Manufacturing Platforms market leaders.
